MY telegram No. 146 of the 14th June: Opium.

Peking, July 5, 1911.

Wai-wu Pu informs me that Germany, Russia, United States, Japan, Netherlands, Italy, Spain, Mexico, and Cuba have agreed to exclusion of uncertificated opium from the 8th July.

France, Austria, and Belgium have not yet replied.

Portugal, Sweden, and Brazil having no representatives in Peking, Wai-wu Pu consider it unnecessary to await receipt of their replies.
